En Octubre de 1997 el Gobierno inglés estableció el Coalfields Task Force /CTF/ para formular un programa de acción que ayudase a las comunidades afectadas por el cierre de la minas. El gobierno respondió en diciembre de 1998, declarando el compromiso de reforzar el National Coalfields Programme /NCP/, y estableciendo el Coalfields Enterprise Fund /CEF/ y el Coalfields Regeneration Trust /CRT/ para la ayuda y financiación del proceso de regeneración de las minas de carbón. Estos tres programas sirvieron para sentar las bases de una regeneración sostenible de las cuencas mineras.
